Spencer Rands is a devoted husband, proud father of five, successful businessman, and active Orem CARE and Public Safety Commissions volunteer. He and his wife, Jana, chose Orem as the perfect place to raise their family and invest their time in maintaining its excellence by giving back to the community. Spencer’s top priorities are listening to residents and preserving Orem’s family-friendly environment. He advocates for responsible planning to protect neighborhoods from poorly planned high-density rental developments, ensuring ample funding for public safety departments, and keeping taxes and fees low while safeguarding the city’s cherished parks and public lands. Spencer believes in an open and transparent approach to council decisions, valuing input from residents to unite Orem’s diverse population and fostering a strong sense of community. Accessibility is vital to Spencer’s commitment. He remains reachable through email, phone, or text, empowering all residents to be part of the decision-making process. With valuable experience in business and dedicated service to Orem, particularly with first responders, neighborhoods, and the CARE commission, Spencer Rands is uniquely qualified for the Orem City Council. Candidate's Vision for Orem (for the next 10 years)

"During the next 10 years I would like to see Orem manage growth responsibly. By this I mean that as the few places that are left undeveloped come up for development, we take our time and make sure its right. We do traffic studies, we see how it effects the neighborhoods, we make sure there is sufficient parking, and we hold meeting so that all affected parties can give input. After all that if the development make sense, has community support, and benefits Orem then we move forward with it.  But if we take the time and see that in negatively impacts families, neighborhoods, and traffic then we don’t allow it. If we take our time and do this right, Orem will continue to be a great place to live.


Additionally, I would like to see our first responders continue to get the support that they need. If Orem’s population goes up at all we will need more police officers to do their jobs effectively. I believe over the next 10 years we need our police department to grow to match the cities growth both in sworn officers and budget.


All in all, I believe Orem is going in a good direction and I want to make sure that we continue in that direction responsibly."

We surveyed hundreds of Orem voters who attended cottage meetings, watched video interviews, or met with candidates and asked them questions. We asked "What are your impressions of (candidate name) (positive and/or negative). Would you vote for him/her? Why or why not?

  • Spencer is another ideal candidate for city council. He's articulate when talking about the challenges that face Orem and how he would address them. He is very supportive of Orem's First Responders, which is very much needed. I would definitely vote for Spencer. (T.Cook)
  • I've attended 2 events with Spencer and spoke with him for about 10 minutes after one of them. He appears to see the problems that we face with city development, but at the first meeting he did not have any ideas on how to address it. In the second meeting a few weeks later, he had adopted some of the concepts and talking-points placed forward by other candidates. I think that he wants to move in the right direction, but I'm not sure if he is a self-motivated thinker. Will he come up with answers, or just go along with the crowd? I'm undecided on that and on my vote here. (Bob Muench)

  • Spencer is well-spoken but doesn't take a hard enough stance against more development. Growth is not inevitable. We're full. But I would still vote for him, just not in my top 3 (S.W.)
  • Didn't get to speak with Spencer due to crowds. I feel like he has some good experience in Orem commissions and he wants to help bring more unity. Wanted to ask about some specific issues around housing and community development. (James Eagar)

  • Spencer has my vote. I think he fits a good profile of what a city councilman should be like. Although young, he appears to be very capable, but I would expect the need to keep a close eye and help guide though some sticky issues. (D.)
  • I like Spencer. Here are my issues with him. I’ve seen him change his position during this campaign to match his audience. Also he has aspirations to run for a state representative position in The future. If there is an issue with state overreach into Orem I’m not sure if Orem will be his main concern or his ambitions at the state level. This is a real concern for me. I will not be voting for him in the primary, but if he makes it through the primary I will vote for him in the general.  (Anon)

  • I don't think anything negatively about Spencer, I need to ask him some tough questions. I like how he is affiliated well with our police force and has business knowledge. Other than that, I need to study him better. (Anon)
  • Spencer is the youngest candidate, but has a solid and very successful business background, is very determined to get into city politics as evidenced by his running for the second time, is a frequent attender of City Council events and commission volunteer, and has a young supportive family. He is what Orem needs at this point in time. I would vote for him 1st. (David Busath)
